enable velero in "backup", remove from "misc"

in MR: sylva-projects/sylva-core!7621 (merged), velero backupstoragelocation requires values from backup for s3, so moving velero unit in backup.yaml and removing in misc, else it'll give some errors for backupstoragelocation in the pod logs if not provided with the proper values.
