disable cabpoa/openshift-assisted-installer in "misc" scenarios

Historically, we had enabled okd/OpenShift units in "misc" scenarios, to have basic sanity checks that the base controllers would deploy fine, to compensate for the absence, at that point in time, of real deployment CI pipelines for okd.

Now that okd has it's own deployment pipelines, this is much less relevant.

Since we're hitting sylva-projects/sylva-core#4099 (closed) in CI, it seems like the right moment to stop burdening "misc" runs with these controllers which are given more extensive tests in other pipelines.
