Disable kubevirt and Thanos in management cluster for misc

This MR aims to lighten a bit the misc jobs by disabling Thanos, sriov and KubeVirt in management cluster. Thanos is tested in all other pipelines, kubevirt is enabled and tested on workload cluster and sriov related values are moved to workload cluster.

Tested in sylva-projects/sylva-core!6971 (closed) with good results for ☁️capo 🚀rke2 🎬upgrade-from-release-1.4 🛠️ha,misc which is often failing in release-1.6 nightly pipelines.
