Enable junos-exporter in all CI pipelines

In the context of junos-exporter integration (see: sylva-projects/sylva-core!6773 (merged)) we should be able to have a minimal check in CI ( at least to be sure if the deployment of the component is succeeded, helpful in renovate context as well) .

The aim of this MR is to activare junos-exporter unit by adding a dummy configuration.
