the changes are made seem to improve things, but unfortunately not fix them

I have yet another occurrence in https://gitlab.com/sylva-projects/sylva-core/-/jobs/11781094274

it's only one among quite a few runs, but still, it means that the issue isn't solved

what I propose to do is:

  • merge the capo-contrail-bgpaas version bumps in all release branches (it still seems to be an improvement)
  • don't merge the ci-deployment-values version bump in these MRs, because we shouldn't reenable capo-contrail-bgpaas until the problem is fixed (or else we'd make the node rolling updates sometimes break)
