Add neuvector option

This merge request introduces a new deployment option to deploy only Neuvector, avoiding the use of the MISC scenario. This enhancement aims to mitigate deployment failures caused by the high number of active units and resource consumption associated with the MISC option.

The goal is to provide a more reliable test alternative for Neuvector federation, in line with the proposal outlined in sylva-projects/sylva-core!4467 (merged).

Impact:

  • Adds a dedicated option for deploying only Neuvector.
  • Improves deployment stability and reliability.
