Remove bgp config from workload

While testing Metallb BGP in sylva-projects/sylva-core!5009 (merged) some drift is seen for the frr-k8s related resources. They are caused by the metallb-resources from the workload cluster overriding those from the management.

Since we do not test BGP in workload deployments, this MR removes the settings for them.
