Disable logging in light deployments and other related cleanup

disable-logging-in-light-deploy into main

After sylva-projects/sylva-core!3572 (closed) is merged, logging will be enabled by default in sylva stack.

So this MR is to:

  1. create a no-logging.yml to disable logging as an option for some scenarios
  2. Disable logging in light-deploy.yml to disable logging in case of capd and other light deployments
  3. Remove logging unit from misc jobs
