cleanup misc and kubevirt scenarios

This MR does the following cleanups:

  • we don't need to enable harbor in misc jobs (sylva-units has harbor units enabled by default)
  • we don't need to enable monitoring in misc jobs (sylva-units has monitoring enabled by default)
  • capo-misc: sriov does not need to be enabled explicitly in 1.2.x and main, this is supposed to be automatic based on sriov.node_policies being set
  • the kubevirt scenario seems unused (and was enabling only harbor ... 🤔)
