Fix Renovate so it detects new Rancher versions again

What does this MR do and why?

Rancher v2.15.2 is out for some time, but Renovate did not pick any new versions. The Rancher annotation in values.yaml pointed to https://charts.rancher.com/server-charts/stable, which returns 403, so the version lookup failed.

With this MR, it now uses https://releases.rancher.com/server-charts/stable, the same repo as the rancher unit already uses. The # renovate-rancher: prefix is now re-introduced (it was introduced in 4a151f5b, reverted by mistake in 12becdc9).

The Rancher rule's autoReplaceStringTemplate is also removed: without a template, Renovate's default replacement replaces every occurrence of the current version in the matched lines, so both the key and the version inside the template are bumped

Global config for deployment pipelines

  • autorun pipelines
  • allow failure on pipelines
  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
