[release-1.7] fix Longhorn reconciliation on Kubernetes 1.33

What does this MR do and why?

After the merge of !9071 (merged).

We observe a pipeline failed on deploy-workload-cluster job https://gitlab.com/sylva-projects/sylva-core/-/jobs/16922724297, as it triggers extra reconciliations loop.

This extra reconciliation check scanned the chart-version map for its highest SemVer entry without respecting the Kubernetes gates.

On Kubernetes 1.33, the selector correctly chose 1.11.2, but the check still saw the higher, gated-off 1.11.3 entry and could keep requesting reconciliation.

Changes made

  1. Replaced the highest-version scan with the explicit pre-1.10 upgrade condition. It keeps the needed follow up for the intermediate 1.10.2 upgrade. Once Longhorn reports v1.10.2, the request clears, for a fresh install, it is false.

  2. In 2-step-upgrade_test.yaml set the completion case to Kubernetes 1.33 and asserted the exact selected chart is 109.3.1+up1.11.2. The existing intermediate-stage assertion still verifies that its follow-up is requested.

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
