Bump Kepler chart version to 0.12.0

What does this MR do and why?

This MR is bumping the kepler chart from 0.11.4 to 0.12.0 to address some issues seen in our CI runs.

With 0.11.4, kepler pods restart every ~3 minutes on CAPO (seen in https://gitlab.com/sylva-projects/sylva-core/-/jobs/16889421919), because the chart's liveness probe calls /metrics with the default 1s timeout, and each /metrics request waits for a power computation that takes ~2s on the CI management nodes. 0.12.0 moves the probes to the dedicated /probe/livez and /probe/readyz endpoints, which fixes this issue.

0.12.0 also deprecates dev.fake-cpu-meter.enabled in favour of cpu.preferredMeters (default [rapl, hwmon]). OpenStack VMs expose neither RAPL nor hwmon power zones, so CAPO keeps using the fake meter.

Global config for deployment pipelines

  • autorun pipelines
  • allow failure on pipelines
  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
