[release-1.6] make cluster-import-check.sh compatible with Sylva 1.7 CAPI 1.12
Closes #4630
Context: operations on a Sylva v(n-1) workload cluster o... (sylva-projects#120)
This MR makes charts/sylva-units/scripts/cluster-import-check.sh able to be executed on a Sylva 1.7 cluster which has CAPI 1.12 (v1beta2 by default), by having the kubectl get cluster command explicitly indicate that it needs the v1beta1 CAPI apiVersion.
Test
This MR is tested in !9108 (closed), which defines a pipeline scenario with Sylva 1.6 wkld cluster that, after a mgmt cluster upgrade to Sylva 1.7, is subject to a k8s version upgrade while remaining on Sylva 1.6.
The pipelines in this MR are only here for non-regression testing.

Global config for deployment pipelines
- autorun pipelines
- allow failure on pipelines
- record sylvactl events
Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
