Have workload-team-defs (its JWTOIDCAuthEngineRole CRs) depend on vault-oidc
What does this MR do and why?
With the merge of !9061 (merged), we're now uncovering the problem defined in #4543 (closed). Until that w-t-d's resources could remain in a bad state and the unit was still considered ready, but following !9061 (merged) it's no longer the case.
This change should address a race between workload-team-defs(its JWTOIDCAuthEngineRole resources to be precise) and the units vault-oidc-init & vault-oidc, that actually configure OpenBao with OIDC, units which queue behind the slow keycloak unit deployment chain.

It's a complement to !9062 (merged), that proposes to only deploy JWTOIDCAuthEngineRole resources when vault-oidc unit is used, i.e. when (internal OpenBao) openbao and keycloak units are enabled.

Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
