renovate: support longhorg/longhorn-crd on multiple versions

This MR will be backported to release-1.7.

This MR:

• adds renovate comments to match the entries of the helm_chart_versions for longhorn(-crd) units
• adjusts renovate.json configuration:
  • add rule to handle these new comments
  • adjusts other rules (the one for rancher) to only be used for rancher (or they would match longhorn ones and break things)
  • avoid existing rules from matching the units.longhorn(-crd).helmrelease_spec.chart.spec.version which is set to version: "" # will be defined by helm_chart_versions and should hence never be used (or it compete with the new rule we add)

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
