[release-1.7] Add a unit that restarts Rancher when clusters report unavailable state in the Rancher UI
What does this MR do and why?
This MR adds a new rancher-watchdog unit, as a proposed workaround for #4183 (closed), where Rancher keeps showing clusters as unavailable even though they are healthy. The implementation actually mimics the workaround described in https://github.com/rancher/rancher/issues/55232, which implies restarting the Rancher deployment.
The job only acts when two conditions hold together. First, a cluster must appear as not active in the Rancher API. Second, that same cluster's clusters.management.cattle.io resource must still report the Connected condition as True, which means the agent is alive and Rancher itself is glitching. When at least one cluster matches both conditions, the job restarts the Rancher deployment to clear the stuck state.
For the main branch it will be solved by moving to Rancher 2.15.x

Be aware: after configuration change, pipeline is not triggered automatically.
