tools/get_image_refs.py: support for HelmReleases relying on ExternalArtifacts

This MR introduces support for HelmReleases relying on ExternalArtifacts in tools/get_image_refs.py. This is necessary to keep the tool working now that we use such an artifact (for rancher HelmRelease).

This MR is split in multiple commits, most of which are cleanups/restructuration or evolution to make the tool easier to develop/debug.

The last commit is doing the real evolution.

💡 I would recommend reviewers to look at one commit at a time.

Testing

This code was tested with tools/get_image_refs.py --skip-read-secret --skip-container-images-collection, ran against a crust-gather cluster from a main CI run, or against a local cluster.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
