improve how ensure_toolbox replaces the ./bin directory

A side-effect of !8808 (merged) is that, on an upgrade changing the version of sylva-toolbox, there is now a significant window of time where the ./bin sylva-toolbox directory is deleted (after removal and before the container image is pulled an run).

With this MR things will be done to minimize this window:

• sylva-toolbox image is first pulled
• then ./bin directory is cleared
• then sylva-toolbox image is uncompressed into ./bin

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
