Add ipv6 vip support
What does this MR do and why?
Add support for IPv6 cluster VIP
This MR was planned with the help of Claude Opus 5. The full firewall adaptation was done by it. The rest was manually added.
One flag that deserves raising is that capo-cluster-resources output uses index to retrieve the allocated_ip and allocated_ipv6, but there is nothing ensuring that 0 is the ipv4 and 1 is the ipv6, so these can sometimes be reversed. I'm trying to think about a way to make this more robust since this can break the firewall rules.

Global config for deployment pipelines
- autorun pipelines
- allow failure on pipelines
- record sylvactl events
Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
