bootstrap: install sylva-toolbox into an empty directory
What does this MR do and why?
ensure_sylva_toolbox untars the toolbox over ./bin instead of replacing it, so files the incoming version doesn't ship survive. With this MR the directory is being wiped first.
That matters because the manifest was renamed from sylva-toolbox-version to sylva-toolbox-version.yaml, so the two names never overwrite each other. On release-1.7, where the upgrade scenario deploys release-1.6 (toolbox v1.3.8) into the same workdir and the same sylva-toolbox--$CI_COMMIT_REF_NAME cache:
cached toolbox v1.8.8 + untar v1.3.8 on top
-> bin/flux = 2.6.4
-> bin/sylva-toolbox-version.yaml = still says v1.8.8Every later job then trusts the manifest, skips the download and runs older binaries, which leads, in our case, to a Flux CLI two minor versions behind the pin in kustomize-units/flux-system/base, which is the feature-gate crash in #4465.

Global config for deployment pipelines
- autorun pipelines
- allow failure on pipelines
- record sylvactl events
Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
