[release-1.6] check-sylva-units-k8s-versions.py: ability to check multus Helm chart
This MR initially ensures that check-sylva-units-k8s-versions.py also checks the multus Helm chart for version alignment with what RKE2 supports, reverting a behavior change that had been done in !7221 (merged) (removing multus from the list of chart being checked) which resulted in stopping to check this start when this tool was run by downstream Sylva derivatives CI.
Hence, what this MR actually does is re-introduce the possiblity of testing multus chart version alignment with this tool:
- for release-1.6 in the future (?)
- let Sylva downstream derivatives use this tool and have multus be checked

Global config for deployment pipelines
- autorun pipelines
- allow failure on pipelines
- record sylvactl events
Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
