Introduce external OpenBao (serving HTTP) ephemeral infrastructure CI option
What does this MR do and why?
Adds an opt-in CI 🛠external-openbao-no-tls deployment option for capm3-virt CI base, that exercises Sylva's external OpenBao/Vault code path:
- Starts a throwaway
openbao/openbaodev-mode container on the deployment runner, reachable at an IP the freshly-deployed cluster can call back on. - Seeds it (dedicated script
seed-external-openbao.sh): a namespace, KV-v2 engine, and a PKI engine with ACME enabled. - Wires the deployment values (
.security.vault.external_vault_url/.security.vault.external_vault_token) to point at it.

Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
