Summary: Prevent LoadBalancer outage on the MetalLB native→frr-k8s upgrade
Problem: On a 1.6 → 1.7 upgrade MetalLB switches its BGP backend from the native speaker to the frr-k8s DaemonSet. The speaker reports Ready on process start (not when BGP re-establishes), so nodes flip to frr-k8s mode in seconds while frr-k8s are still not ready provided all spekaer pods becomes ready after rolling upgrade.
Fix: a gated metallb-image-prepull unit — a DaemonSet that pre-pulls quay.io frr-k8s/frr images onto every node before MetalLB reconciles, so frr-k8s comes up in seconds and Speaker image deliberately not pre-pulled and letting it lag so that atleast one frrk8s pods comes up before speaker last native pod rollout.
Unit: metallb-pre-pull unit only enabled: on upgrade + BGP L3 config present + MetalLB enabled.
Testing: reproduced the full outage on an unpatched migration (kind+FRR lab and a real Sylva upgrade). Captured in related #WI 4290

- Enabling
