improve tools/check-sylva-units-k8s-versions.py for case where OS images for a given flavor don't all use the same k8s version

Job https://gitlab.com/sylva-projects/sylva-core/-/jobs/15429149895 (job of !8433 (merged)), made me realize that some improvements were needed on tools/check-sylva-units-k8s-versions.py.

Context: when the job was run, there was an inconsistency because rke2 OS images didn't all have the same RKE2 version (kiwi-imagebuilder vs diskimage-builder).

Improvements made:

• when checking RKE2 Helm chart versions, use the version from k8s_version_map, because this is the one that a deployment would try to use
• when OS images for a given flavor don't all use the same k8s version, produce an error (before this changes, we would only log a warning)

These improvements will help have more useful results for MR that touch k8s version and aren't fully ready.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
