remove sylvactl_timing_hints from mgmt_cluster_state_values._internal

mgmt_cluster_state_values._internal.sylvactl_timing_hints was set, but never actually read (this is propagated to workload clusters _internal.sylvactl_timing_hints which is never read because the hints are not under _internal).

This MR cleans this up.

An alternative would have been to fix the code to apply the initial intent (from 7fc767c2): to have some propagation of mgmt sylvactl_timing_hints to workload cluster sylvactl_timing_hints we would have needed to set mgmt_cluster_state_values.sylvactl_timing_hints (without _internal); but, taking a step back, this is no real need to propagate this:

  • workload cluster context can specify these hints
  • propagating them tends to break the separation between mgmt cluster lifecycle and workload cluster lifecycle (there isn't in fact any reason that changing those settings for the mgmt cluster should result in updating the sylva-units HelmRelease for workload clusters, and nothing says that a change for mgmt sylvactl_timing_hints would automatically always be relevant for all workload clusters)

Global config for deployment pipelines

  • autorun pipelines
  • allow failure on pipelines
  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
