The source-watcher flux component is now enabled right from bootstrap (before this MR it was added only in mgmt cluster). This is because the newer sylvactl needs the ArtifactGenerator CRD introduced by this Flux component. (without this, we have this error: https://gitlab.com/sylva-projects/sylva-core/-/jobs/15264623313#L812)
