[release-1.4] Add an unit that automatically renews Kyverno TLS certificates

What does this MR do and why?

This MR adds a kyverno-tls-renewal cronjob unit that runs every 12 hours (the same pattern that Kyverno has) that checks the age of the CA and leaf secrets for both the admission and cleanup controllers, and deletes them if they're within 20 days of expiry, in order not to interfere with the 15 days default that Kyverno has. If the CA needs rotating, both CA and leaf are deleted together to avoid orphaning the leaf against a stale CA. The script is also restarting the corresponding controller's pods, in order to pick up the new certs.

The initial script that I wrote was refined by Claude Sonnet 4.6, in order to improve readability.

Closes #4286 (closed)

Test coverage

Tested in a release-1.4 dev cluster with the following scenarios:

  1. Confirmed the cronjob is a no-op when certs are fresh, causing no restarts/no secrets deletion.
  2. Forced rotation (by temporarily lowering the age thresholds) and confirmed both CA+leaf and leaf-only rotation paths correctly regenerate secrets and restart the right pods

Global config for deployment pipelines

  • autorun pipelines
  • allow failure on pipelines
  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
