Fix backup units being unintentionally enabled when no S3 store is configured

What does this MR do and why?

MR !8326 (merged) introduced backup: {} as a default value in values.yaml. This field is required so the new interpret template helper doesn't fail when the backup key is absent. However, the backup units enabled_conditions checked {{ .Values.backup | ne nil }}, which evaluates to true for an empty dict. This caused the units to be enabled even without any S3 configuration, making their CronJobs fail immediately, because the S3_ENDPOINT environment variable is required.

This MR is changing the enabled conditions to:

- '{{ hasKey ((.Values.backup | default dict) | dig "store" dict) "s3" }}'

This mirrors the exact same guard already used in unit_templates to conditionally include the backup-s3 template, ensuring units are only enabled when an S3 store is actually configured.

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
