harbor-oidc and kunai-oidc need to depend on keycloak-base-resources (need sylva Realm)

This MR adds missing dependencies which would possibly create timeouts: the harbor-oidc and kunai-oidc units need sylva Realm, and so need an explicit dependency on the keycloak-base-resources unit.

To achieve this cleanly, this MR leverages the keycloak-crossplane-resources unit template (now that it's new name) that was already in place to put the healtCheckExprs for keycloak crossplane resources in a single place. I took the opportunity to do minor cleanups in separate commits. This MR is meant to merge without squashing, and can be reviewed one commit at a time.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
