add infra-capd to unset md0 for capd and comment clarifying ha option auto-injection in deployment job generator

What does this MR do and why?

Supporting to ci-deployment-values MR sylva-projects/sylva-elements/ci-tooling/ci-deployment-values!452 (merged) that makes HA the CI baseline

The job generator still auto-injects ha into job names for non-simple scenarios. This comment documents why: the ha label must be preserved in generated names to keep scheduled pipeline report history intact

This MR also adds MGMT_ADDITIONAL_VALUES_INFRA_CAPD and WC_ADDITIONAL_VALUES_INFRA_CAPD fields for capd deployment to include infra-capd file

Global config for deployment pipelines

  • autorun pipelines

  • allow failure on pipelines

  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
