rancher backup: split ns creation into a separate unit and define missing dependency

This MR reworks the rancher backup units to solve a missing dependency issue:

• have the rancher-backup-restore-operator-init unit include only the cattle-resources-system namespace creation
  • the creation of the Backup resource isn't done anymore in this resource
• have the operator installation unit depend on the rancher-backup-restore-operator-init unit (it only needs the namespace)
• the creation of the Backup resource, that configures the actual backup we want to do, is now done in a new rancher-backup-restore-operator-config unit
  • this unit is made to depend on rancher-backup-restore-operator instead of rancher-backup-restore-operator-crd since the resource that it creates won't reconcile until the operator is up (from a readiness check standpoint that makes no difference because those CRDs don't seem to be kstatus ready today)

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
