Split prometheus-metrics-cacher into per-exporter units

What does this MR do and why?

The prometheus-metrics-cacher unit was continuously crashing when only one exporter was enabled because nginx fails on startup if an upstream host cannot be resolved (the config always had an entry for a service that was not exiting in the cluster)

The Kustomize unit is now fully parameterized and shared by two independent units:

• snmp-metrics-cacher**: enabled only when snmp-exporter is enabled
• junos-metrics-cacher**: enabled only when junos-exporter is enabled

Each unit produces its own independent Deployment, Service and ConfigMap, so both can coexist without conflict when both exporters are enabled.

Prometheus scrape job targets in prometheus-config-values.yaml are also updated to point to the new services.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
