Add AGENTS.md for scheduled report and fix minor bug

What does this MR do and why?

1. Add AGENTS.md file to ease the code maintainability with AI assisted IDE
2. Fix a minor bug in failure analysis, where it was not possible to change the stage filter after selecting a stage with no failure
3. Introduce a new feature in pipeline_schedule_report.py , --header-message this allow to configure a custom message that will be displayed in the HTML page

This will help to quickly know on which report we are when we have multiples one. 4. Add a new filter (for infra / scenario) to only keep deployment which don't have infra /scenario. This allow for example to only display CAPM3 deployments running on default capm3 infra

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
