[backport-1.6] Change Whereabouts RKE2 image

What does this MR do and why?

This merge request updates the Whereabouts RKE2 image to the v0.9.3-build20260310 version, replacing the previous image (similar, also based in Whereabouts v0.9.3) used as a workaround to fix bug.

The v0.9.3-build20260310 image is the one used in v4.2.403 RKE2 Multus chart (official fix from Suse for bug), which incorporates upstream fixes for whereabouts bug.

We cannot remove this workaround because RKE2 v1.32 is end of support upstream and will not get upgraded.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
