Update metal3 chart to v0.15.0

What does this MR do and why?

Update metal3 chart to v0.15.0 Not relying on renovate here as it requires some changes to the set values.

The metal3 chart updates includes:

• Upgrade of Baremetal Operator to v0.12.3
• Upgrade of Ironic to v35
  • the global.additionalTrustedCAs value is removed. To specify custom CA you have to set the global.trustedCAs value to the name of a ConfigMap with a ca-bundle.pem key containing the full bundle of trusted CA.
• Upgrade of IPA downloader
  • IPA now distributed as a separate OCI image downloaded by the IPA downloader

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
