add caching to "unit-enabled" named template

This MR improves sylva-units by adding result caching to the unit-enabled named template.

Before/after comparison, on my helm template benchmark (my capo dev env values rendered on my laptop):

• Before: 2.7s-2.9s
• After: 2.5-2.6s

This is a ~10% runtime improvement.

💡 For readability, this MR is split into two commits:

• one commit adding the caching, moving the existing code into an "if cache miss" without indenting it to make the diff readable
  • ▶️ this is the commit interesting to review ❗
• one boring commit doing only indentation (the diff isn't very readable)

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
