[backport-1.4]: Prevent running vault with root privilege + additional fix for error (Operation not permitted)

Vault image entrypoint unconditionally runs chown on its mounted directories and setcap cap_ipc_lock at startup: both fail with Operation not permitted when running as UID 100, so the vault container crashes immediately on every start.

This MR will add 2 env vars:

SKIP_CHOWN=true : not needed since fsGroup: 1000 already handles ownership via kubelet.

SKIP_SETCAP=true : safe to skip because disable_mlock: true is already set in the vault config

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
