Add cluster-* healthCheckExpr

What does this MR do and why?

Improves the healthChecks of cluster and cluster-ready units and the way we deploy the CNI/CSI in bootstrap context.

  • For cluster unit it introduces healthCheckExprs to check on available: true, which implies that the kubeconfig is available, ControlPlaneAvailable: true and RemoteConnectionProbe: true (currently not working on ck8s). These conditions are enough to trigger the deployment of the CNI/CSI (could replace cluster-reachable, but not now since it is not working for all providers).

  • For cluster-ready the healthCheckExprs verify ControlPlaneMachinesReady and WorkerMachinesReady. This makes cluster-machines-ready unit start reconciling later, when we know that the machines are ready, which should make the job succeed in the first try (I saw cases where it timed out several times on capm3).

- .Values._internal.calico_readiness_unit is set to "calico-ready" which will make Longhorn start reconciling when the CNI is actually ready (this is not the case today)

- Introduces a new dummy unit longhorn-ready to wait for the daemonSet longhorn-csi-plugin in order to not start the deployment of Flux before something is actually serving the single-replica-storageclass that it uses. (covered by

Global config for deployment pipelines

  • autorun pipelines
  • allow failure on pipelines
  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
