Define default per-unit timeout, and timeout factor, from values

This MR introduces new settings under sylvactl_timing_hints:

• default_unit_timeout_seconds
• unit_timeout_factor

They replace the UNIT_TIMEOUT and UNIT_TIMEOUT_FACTOR environment variables.

This MR also make obsolete the APPLY_WATCH_TIMEOUT_MIN family of environment variables. They were already ignored, now we'll have a clear warning message if they are set.

To implement this, this MR adds a generic unit-timeout to compute unit reconciliation timeouts using a global configuration. The default sylvactl/unitTimeout annotation is now generated via this helper, allowing global timeout scaling

Schema validation added for the new values.

Note: test units previously used a 2m timeout , test units now also get the default 5m timeout

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
