have force-reconcile-helmreleases Policy cover more cases

This MR extends the force-reconcile-helmreleases Policy to cover more cases where a HelmRelease is stuck, as described in #3561 (closed).

Note that this MR is essentially meant for backports, for main we need to remove this policy and instead rely on the new strategy called RetryOnFailure introducedin Flux 2.7 for better handling of release failures (we pushed the implementation of this feature).

With this change the forced restart will trigger:

  • if the already existing criteria are met
  • OR if the new criteria (based on Stalled condition) is met.

Kyverno doc is clear (see end of section https://release-1-11-0.kyverno.io/docs/writing-policies/preconditions/#any-and-all-statements) that we can combine all and any as done here.

Global config for deployment pipelines

  • autorun pipelines
  • allow failure on pipelines
  • record sylvactl events

Notes:

  • Enabling autorun will make deployment pipelines to be run automatically without human interaction
  • Disabling allow failure will make deployment pipelines mandatory for pipeline success.
  • if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
