CI: debug-on-exit: add prometheus queries to debug-on-exit

This MR extends debug-on-exit to dump the result of some useful Prometheus Queries.

These are stored under (management|workkload)-cluster-dump/prometheus-extracts/ directory:

• *.json files with raw timeseries
• *.txt with ASCII-art graphs

These will be extended over time, but for now for instance there are queries on:

• alerts that fired during the run
• load information (cpu, mem, load average)
• goldpinger information on reachability of the k8s apiserver
• information on slow k8s apiserver webhook calls

Depends on sylva-projects/sylva-elements/container-images/sylva-toolbox!601 (merged)

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
