Move Rancher Keycloak OIDC client to Crossplane management
What does this MR do and why?
This MR introduces OpenID Connect (OIDC) authentication via Keycloak for the Rancher unit, aligning the component’s access control with centralized identity management.

Test coverage
This was tested in a CAPO dev env and it worked. After that, I deployed the sylva release-1.5, created a new cluster and tested it once more. When accessing the Rancher URL, the user is automatically redirected to the Keycloak login page and, after successfully logging in, the user can view infos about the cluster.

- allow failure on pipelines

Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
