[release-1.5] sylva-units/CLI: use branch+commit with GitRepository

This is meant to close #3197 (closed)

The solution is inspired by and old attempt at using a "single branch" clone in !4364 (closed), more exactly by this comment by @feleouet .

This also optimises a bit the time required to clone the repo since a "single branch" clone will now be done.

There is a related MR in main only for the optimization aspect: !6392 (merged).

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
