Remove old CRDs, when transitioning from cis-operator to rancher-compliance
What does this MR do and why?
The aim of this MR is to fix the mgmt-compliace-scan job failures in CI, while upgrading from older releases. The root cause was that the old CRDs were not cleaned-up from the cluster, because the Kustomization has prune:false. By doing this, the behavior of the operator was unpredictable and it deleted most of the CRs from the cluster, on upgrade.
This MR fixes that by changing the existing ks-prune-false-pre-update-hook.sh script and hook, to also be able to set prune:true on Kustomizations, on upgrade. The existing logic was also changed, and the hardcoded value for hashicorp-vault was removed.

Global config for deployment pipelines
- autorun pipelines
- allow failure on pipelines
- record sylvactl events
Notes:
- Enabling
autorunwill make deployment pipelines to be run automatically without human interaction - Disabling
allow failurewill make deployment pipelines mandatory for pipeline success. - if both
autorunandallow failureare disabled, deployment pipelines will need manual triggering but will be blocking the pipeline
Be aware: after configuration change, pipeline is not triggered automatically.
Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
