[backport-1.5] Add an healthCheckExprs to ensure that loki-secrets contains at least a tenant definition.

What does this MR do and why?

Similar issue (#2895 (closed)) has been noticed into MR !5753 (merged) on upgrade scenario (https://gitlab.com/sylva-projects/sylva-core/-/jobs/12326697072).

Error: Exiting as condition "message" contains ": execution error at " in unit HelmRelease/loki, message: Helm install failed for release loki/loki with chart loki@6.39.0: execution error at (loki/templates/gateway/secret-gateway.yaml:12:8): 'gateway.basicAuth.username' is required

The aim of this MR is to bring the fix into release-1.5.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
