Fix the copy of flux sources before pivot

What does this MR do and why?

In !5998 (merged), we introduced the copy of gitrepositories and ocirepositories from bootstrap to management. This is needed as these resources may be used as values sources for sylvaUnitsRelease.

But !5460 (merged) was developed concurrently and landed right after !5998 (merged), but it was not adding the required permissions to read these values in bootstrap.

This MR adds the required permissions and additionally, it ensures that copy script will fail if such permissions are misssing in the future by adding set -o pipefail

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
