process os_image_autoselect_registries in sylva-library

Closes #3190 (closed)

The problem in !6005 (merged) that caused #3190 (closed) is that we can't set os_image_selector unconditionally from sylva-units values.yaml, because this breaks use-cases where no OS image selector is desired (this breaks them because sylva-capi-cluster assumes that if anything is set in os_image_selector then the OS image selector should be used).

The solution implemented in this MR removes this by changing how we inject the oci-image-registry-key in the OS image selectors used for the current cluster:

• (not done anymore directly by sylva-units)
• the selector is set from sylva-units under cluster.os_image_selector_autoselect_registries
• the sylva-library finalize-os-image-selector helper, which receives the cluster definition from sylva-units, reads this key and inject oci-image-registry-key

This MR depends essentially on sylva-projects/sylva-elements/helm-charts/sylva-library!137 (merged)

It also depends on sylva-capie-cluster using this sylva-library evolution: sylva-projects/sylva-elements/helm-charts/sylva-capi-cluster!863 (merged)

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
