Improve Hurl test reliability by adding global retry options

This MR updates the CI pipeline to use Hurl’s global --retry and --retry-interval options for all API tests under hurl files.

Adds --retry 3 --retry-interval 5 to the Hurl command, allowing up to 3 retries with a 5-second interval for each failed request. Simplifies the pipeline and improves robustness against timing issues and transient service delays. No changes to individual Hurl test files required.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
