Switch from clusterType to valuesFrom/enabledContexts overlays

This MR will remove spec.clusterType across SUR/SURT manifests and append the equivalent valuesFrom overlays in the correct precedence. It will be merged in lockstep with the sylva-units-operator MR sylva-projects/sylva-elements/sylva-units-operator!415 (merged)

Since the new valuesFrom + contexts API provides a clean alternative to inject 3rd party values in different contexts like in bootstrap, this MR drops the specific changes that were done previously in !5330 (merged) to add the capability to inject custom values files in bootstrap.

Global config for deployment pipelines

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
