Stabilize mgmt-Guis-test(test_ui_playwright.py) pipeline by adding waits and improving synchronization

This MR improves reliability and readability of playwright(test_ui_playwright.py) for Thanos and Kepler Dashboard validation by:

• Replacing implicit waits with explicit locator-based synchronization (wait_for_selector() or expect) to prevent race conditions.
• Introducing explicit timeout configuration for better control and clarity — making it easier to adjust in the future if UI load times vary.
• Enhancing test stability in CI environments where UI elements may take slightly longer to appear.

Global config for deployment pipelines

• autorun pipelines
• allow failure on pipelines
• record sylvactl events

Notes:

• Enabling autorun will make deployment pipelines to be run automatically without human interaction
• Disabling allow failure will make deployment pipelines mandatory for pipeline success.
• if both autorun and allow failure are disabled, deployment pipelines will need manual triggering but will be blocking the pipeline

Be aware: after configuration change, pipeline is not triggered automatically. Please run it manually (by clicking the run pipeline button in Pipelines tab) or push new code.
